In 1991, Chicago’s Mayor Richard M. Daley declared that 25% of all city contracts must be delegated to minority businesses, with a full 5% going to woman-owned companies. The city has exceeded its goal every year; of the $972 million in total contracts awarded through September 2003, women-owned firms received eight percent, or $79 million.
“The city is committed to minority and women business opportunities because it’s the right thing to do,” Richard M. Daley has said, “When you bring more women and minorities onto the business place, you unleash wave after wave of new energy and creativity.”
Of course there’s still a ways to go. Women own fully one third of all the businesses in the country—yet according to The Women’s Business Enterprise National Council, WBEs account for only 3% of the billions spent annually by the Fortune 1000 on outside services.
